Mumbai has been ranked as the most expensive city in India for expatriates, according to Mercer’s 2024 Cost of Living survey. The city is placed 136th globally. Following Mumbai, Delhi, Chennai, Bengaluru, and Pune are also noted for their high living costs for expats.
Mumbai, as India’s financial hub and the home of the Hindi film industry, has climbed 11 places in the global rankings. The city’s high costs are attributed to personal care, energy and utilities, transportation, and housing rentals.
Delhi has seen a significant rise in housing rentals, surging by 12-15% for expats. Other cities such as Bengaluru, Pune, and Chennai have also experienced notable increases in living costs. Bengaluru has decreased by six spots to 195, while Hyderabad remains steady at 202.
In Asia, Mumbai ranks as the 21st most expensive city, with Delhi at the 30th position. Globally, Hong Kong retains its position as the most expensive city.

Housing rentals have notably increased across several Indian cities. Mumbai saw a 6-8% rise, Bengaluru 3-6%, and Pune, Hyderabad, and Chennai 2-4%. Transportation costs are highest in Mumbai, followed by Bengaluru. Conversely, Kolkata offers the most economical prices for various food products and beverages.
In terms of personal care products, Mumbai remains the most expensive, with Chennai following. Energy and utility costs are also highest in Mumbai, followed by Pune. On the global stage, the cost of living rankings saw no changes in the top five cities, with Hong Kong, Singapore, Zurich, Geneva, and Basel leading the list.
Delhi experienced the most significant increase in housing rentals among Indian cities. Alcohol and tobacco items are least expensive in Delhi, while Kolkata remains the most economical for several food categories.
The top global cities in terms of cost of living have seen consistent rankings. After Hong Kong, Singapore, Zurich, Geneva, Basel, Bern, New York City, London, Nassau, and Los Angeles make up the top ten.
