Democrats Wanted an Agreement on Using Artificial Intelligence. It Went Nowhere

The Democratic National Committee (DNC) approached influential party campaign committees earlier this year with guidelines for using artificial intelligence (AI) responsibly. Despite the DNC’s efforts, the proposal failed to gain traction. Concerns were raised that such a pledge might restrict AI use and deter donors with AI industry ties. Additionally, the committees felt rushed by the DNC’s timeline.

Hannah Muldavin, a senior spokesperson at the DNC, stated that the organization would continue to seek consensus on the issue, emphasizing the importance of addressing the challenges and opportunities presented by AI.

Campaigns have increasingly used AI to optimize workloads, including writing emails, texting supporters, and creating chatbots. However, the adoption of AI has been overshadowed by concerns about its potential to create deep fakes and other misleading content. While some states have regulated AI use, Congress has yet to pass federal legislation.

The DNC sought to establish guidelines to demonstrate a commitment to responsible AI use. The proposal, sent to five Democratic campaign committees, aimed to ensure campaigns could use AI tools responsibly and effectively.

However, the proposal was met with resistance. Some committee leaders worried about potential restrictions and the impact on relationships with AI industry donors. The DNC’s request for a quick agreement also contributed to the pushback.

Top tech entrepreneurs and AI proponents, such as Sam Altman and Eric Schmidt, are among the Democratic Party’s significant donors. Their contributions highlight the party’s ties to the AI industry.

The DNC’s four-page agreement, “Guidelines on Responsible Use of Generative AI in Campaigns,” outlined best practices, including human oversight of AI-generated content and notifying voters when interacting with AI. It emphasized that AI should assist staffers, not replace them, and urged campaigns not to use AI to create misleading content.

Despite the proposal’s failure, the DNC remains committed to addressing the challenges posed by AI in political campaigns.
